Abstract

A nationwide survey by the Charles D. Spencer & Assoc. in 1994 showed that most employers are happy with salary-reduction plans administration. The survey also showed that most employers do not bear the full cost of administering such plans because more and more plan costs are shifted to employees. The administrative function that was performed by employers was that of ongoing employee communications.
