Abstract

The federal law in the US allows small, socially and economically disadvantaged businesses to have sub-contracts in major construction works. State commerce departments and the Small Business Administration formed business resources centers to encourage and train individuals to start independent businesses. Local Procurement Offices help subcontractors by providing a list of principal government contractors and procuring the contract.
