Meeting the challenge: accounting for change

Intra- and extra-organizational change is a prime requisite of organizational effectiveness. However, it has been observed that change in public sector management accounting is hindered by managers' inability and unwillingness to concentrate upon strategies for achieving change. Although the public sector can adopt the private sector's innovative management ideas and strategies, the adoption process can take longer than expected. A broader concept of strategic management accounting must develop so that change can occur.
