Abstract
- Because American prisons and jails are overcrowded, one would expect use of alternatives to incarceration to be expanding. Yet, many community/treatment alternatives are having difficulty establishing themselves in the criminal justice/correctional network. Authors Patrick T. Kinkade and David A. Jenkins explore the reason for such incongruity, presenting the results of their research based on interviews with criminal justice practitioners concerning this issue generally and specifically as it relates to the Tarrant County Treatment Alternatives to Incarceration Program.
