Abstract

In Aug 1994 Congress eliminated state regulation of motor carriers - except household goods - and tariffs on interstate transportation. Now, the states will only regulate insurance and safety matters. The separate Senate and House bills signal the federal government's dissatisfaction with the ICC, which, with the exception of powers pertaining to loss and damage claims, is increasingly seen as irrelevant.<br />On August 8, 1994, Congress passed legislation banning all state economic regulation of motor carriers (except for household goods).
