Abstract

Partnership is currently being promoted in federal agencies in the hope of restructuring the federal government. This kind of partnership calls for the collaboration of union representatives, employees and management in the decision-making process to better serve the agency's customers and to achieve the organizational objectives. However, partnership in federal agencies does not mean co-management.
