A framework for regional modeling and impact analysis: an analysis of the demand for electricity by large municipalities in Ontario, Canada

A new framework with a combination of fixed and random coefficients is proposed for regional modeling and impact analysis. The results show that the framework allows the presence of region-specific effects and commonality of responses among regions. The framework uses Bayes solutions for estimating required parameters and generating predictions while a density function is used to assess the impact of policy changes.
