The federal challenge

The Clinton government proposes to restructure federal unemployment services by launching a strategy that will concentrate on training and retraining unemployed Americans with community colleges playing an important role. The government has realized the need for a highly skilled workforce and feels that community colleges are the best providers of good training at nominal prices.
