Training for Europe - should Britain follow the German model?

Abstract

High unemployment rates in Britain have often highlighted the perceived superiority of the German training model. The latter involves a 'dual system' in which German trainees go through a rigid educational and training structure to earn vocational and professional qualifications required for full employment. While the German system results in qualifications that may be the highest in Europe, it also has many disadvantages that are often ignored. These include delayed regular employment and lower-than-average wage rates for trainees, who constitute cheap substitutes for regular workers.
