Abstract

The advantages of disinflation, a commitment to stabilizing external and internal money values are greater than the disadvantages of a currency board in the former Soviet Union such as those related to the budget and the government's inability to function as a leader as last resort. The limitations of a fixed exchange rate system and the lack of uniformity in determining normal wages and the exchange rate are other areas of concern.
