Abstract

David Osborne, senior advisor to the Clinton Administration and coauthor of 'Reinventing Government: How the Entrepreneurial Spirit is Transforming the Public Sector,' believes that government can be transformed by using many of the same approaches that companies use to improve performance. Osborne would establish a new relationship between the government and its customers, introduce job measurement, give more control to the people who deal with customers and create a culture within the government agencies that supports the efforts to bring value to the customers.
