U.S. reformulated gasoline rule complex, confusing

The Environmental Protection Agency's final rule concerning reformulated gasoline has petroleum refiners worried about the complexity of the regulation. The new regulations eliminate between 20-30% of all gasoline refined in the US, because its does not fit the complex model, and refiners have only one year, till Dec 1994, to correct the situation.
