How real is the railyard plan?

Georgia developer, Stanley Thomas is making attempts to redevelop the 240-acre downtown railyard by loading the project with housing, brackets tap into hot demand, satisfying some wishes of city officials and making planners happy. Downtown Sacramento had investigated Thomas' finances, discussed with his bankers and other parties and found that he had sufficient financial clout for the project.
