Who needs 'POTS-plus' services?

The use and usefulness of advanced telecommunication products and services in the rural-urban continuum in Ohio were compared using a Dervin's actor-centered, sense-making technique to induce quantitative and qualitative results. Residents are not interested in using POTS-plus services, especially those distributed to local exchange companies over public switched telecommunications network.
