Abstract
- Congressional district lines drawn to protect incumbents are a major impediment to making the House of Representatives more reflective of public opinion. Setting aside the fact that pragmatic redistricting has become an equal-opportunity exercise for both parties, election-focused polls are far from alone in blaming congressional geography for much of what ails America.
