2007 R&D budget lacks balance

The US President's federal budget for fiscal 2007 has a mixed record containing increases and decreases for many agencies. The budget is making a conscious effort to improve the research and development at several research agencies while holding back spending at a number of others and this outcome is an imbalanced patchwork of funding changes in civilian R&D that results in very small overall increase.
