Incentives boosted, budgets bashed in '93 legislative sessions

A majority of the states in 1993 approved new development incentive programs to attract corporate facilities. Moreover, some states implemented major reforms in workers' compensation and in environmental issues. However, these positive trends are hampered by tax increases and budget cuts implemented in many states. Inspite of the erratic developments, education and worker-training programs were still the top priorities of the lawmakers.
