Abstract

Europe's open universities provide students with new opportunities and a different kind of learning. They offer packaged courses accessible to students who otherwise do not have the chance to study in structured classrooms on traditional campus schedules. They also rely heavily on strong tutorial support with a network of study centers where tutoring and student counselling take place. Britain's Open University is the best example of an open learning institution.
