Abstract

The implications of the privatization of the distributive network utilities for public policy are investigated. Of specific concern are the issues surrounding regional development and the coordination of infrastructure investment. These utilities' significance to regional economic and social development means that the continued absence of a strategic regional perspective will be detrimental to regulatory policy.
