Abstract

A study examining the rates of formation of new firms and their survival and growth, to chart the transformation of collective capabilities, is presented. Emerging and growing areas of local competence point towards the emergence of specialized labor markets. This emergence of cluster of firms is related to serial spin-out from the university and local businesses.
