New Japanese proposal for international R&D

The proposal of Japan's Ministry of International Trade and Industry for all members of the Organization of Economic Cooperation and Development to map out guidelines in launching international industrial research and development projects is seen asan attempt to take advantage of the industrial know-how of the West. Officials from Washington and the capitals of Western Europe are afraid that the Japaneseproposal is geared toward promoting the Asian economic giant's 'technoglobalism' policy.
