Abstract

Professor Melvyn Leffler argues that there is more continuity than change in the policies of the Bush administration as the tools of foreign policy announced in the Bush strategic paper of 2002 have always formed a part of the policy of the United States. Leffler examined the Basic National Security Strategy paper issued by the Bush administration and observed that it differed from those of its predecessors only to a small extent.
