Abstract

Some US Federal Communications Commission rules are discussed regarding FM stations. FM stations are authorized by alloting a channel and class to a particular community by a rule making proceeding and then assigning specific facilities by an application proceeding. However, stations can either downgrade or upgrade their class simply by making an application and most non-commercial stations do not go through a rule making stage. Rules on short-spacing are also discussed.
