The Government's Standards and Effectiveness Unit, which oversees literacy and numeracy strategies, is likely to be scrapped. The Excellence in Cities that provides mentors and gifted and talented programmes to inner-city schools might no longer get a separate funding stream for them and these changes are a part of the Government's attempt to outflank its political opposition by promoting less centralization.
