Abstract

A case is made for existing measures of competence over competency based qualification. Established methodologies focus on knowledge, skills, competence, involvement of employers, examinations, measurement based on output and capability to differentiate levels of competence. The strengths of competence-based qualifications rely on unfounded assumptions. These are an incompetent work force, successful assesment procedures and easy access to information.
