Pentagon to rely on weapons upgrades

The Defense Dept may have to rely more on weapons systems upgrades instead of developing new systems, as the Clinton Administration plans to cut the defense budget by $127 billion through 1998. The US military troop strength will also drop by 350,000 under this plan.
