Abstract

Bulgaria possesses one of the most independent judiciaries of the post-communist world. But the actual performance of the judiciary has failed to match expectations and it is believed to be in a state of crisis since a majority of Bulgarians view courts as unreliable, inefficient and corrupt, the outcome of litigation is highly unpredictable and corruption reaches the upper echelons of the judiciary.
