A year of peaceful turbulence: A smorgasbord of incidents, events, and happenings on, under, and over the seas

The various events and incidents that have occurred in relation to the ocean and ocean research and development (R&D) and ocean agencies are discussed. The major issues are United States (U.S.) appropriation bills for the fiscal year 2003 for ocean R&D programs, warming up of the cold oceans, the danger faced by the coral reefs, lack of abundance of fish and the salvage diving operations.
