President Carlos Salinas of Mexico has successfully implemented an economic reform programme, yet further deregulation is needed. There is no vision of what will replace the old economic and political system in Mexico and the Party of Democratic Revolution is pressing for political reform. Also of concern is the future of the North American Free Trade Agreement. The election of Bill Clinton as US President may mean that ammendments must be made.
