Making a point with cuts

Republican appropriators denied architect of the Capitol Visitor Center Alan M. Hantman's request for a 45% budget hike and instead gave him a 12.5% cut, from $403 million to $353 million. The appropriators feel that such a reduction should force Hantman to focus his energies on completing the project rather than starting new ones.
