Cheers for Bush's 1993 R&D budget cut short by problems and pessimism

George Bush's FY 1993 budget increases allocation for certain R&D programs, particularly that for the Strategic Defense Initiative. Technical and socio-economic pay-offs are expected to arise from the increase. Criticisms and highlights of the FY 1993 budget for each agency are presented.
