Abstract

Advanced television (ATV) could reconfigure the telecommunications marketplace, and the FCC must not hold it back with the limitations of old technology when deciding how it can best be brought to the public. The Commission could let mobile concerns like personal communications services use the extra spectrum, thus enhancing the competition for local telephone companies. This would lessen the need for regulation and the telephone companies could apply fiber optics to cable television, transmitting ATV by fiber rather than over the air.
