Abstract

Negotiations at the Rio summit on June 1, 1992 are in jeopardy because of the US's refusal to draw up targets to reduce the quantity of carbon dioxide emissions. The International Negotiating Committee (INC) is attempting to formulate commitments for the reduction of gasses. Developing countries argue that industrialized countries should take the lead because they produce three-fourths of the world's carbon dioxide emissions.
