State lotteries: has a growth industry faltered?

Abstract

The increase in revenues from state lotteries has leveled off in 1990, with the lotteries having a small but secure place in state finance. In 1990, 32 states had lotteries comprising 2.5% of total tax revenues and 1.5% of all general revenues. In 1980, 14 states had lotteries comprising one percent of total tax revenues and a half percent of all general revenues.
