Labour market implications of State small group health insurance reforms

In more than forty states, portability reforms and premium rating reforms that limit the use of health status in setting premiums were implemented. The effect of the reform on small firm hiring and job mobility of costly subgroups was often statistically insignificant. The results suggest that the direct effect of the package of reforms on job mobility was likely to be small.
