Abstract

The integrity of the Kyoto Protocol's clean development mechanism (CDM) depends upon avoiding dispensing emission credits for work that would have occurred anyway. A scheme is suggested here for testing 'investment additionality,' matching criteria and types of investments in a sensible manner.
