Abstract

Regional development requirements and technological advancements set the basis for new forms of cooperation between libraries and local authorities. A powerful motivation for such cooperation is government information, as it is the focal point of the citizen's information needs. This paper suggests a cooperation model between Academic Libraries and Public Libraries, along with Regional Authorities. The main goal of this collaboration is the creation and operation of Covernment information Centers (GIC). These GIC aim in organizing the government information by developing a digital library and providing automated information services. GIC will contribute to economic and social development of regions. This assumption is based on the fact that none business-culture activity is performed without the enlightenment of the interested party on government policy issues and legislation. Specifically: a) Regional Authorities generate or receive government publications from the Central Administration Offices (circular letters, announcements, etc.), which hold and manage. Therefore, the Regional Authorities are able to define access, acquisition and maintenance rights of such publications. Within the suggested model, Regional Authorities have the role of Content Producer. b) Public Libraries consist the physical provider of government information to regions. Within the suggested model, Public Libraries have the role of Content Provider. c) Academic Libraries, because of their scientific specialization and research character, able to define the structure of the digital library. Moreover, they can prescribe the information management procedures. Within the suggested model, Academic Libraries provide the know-how and contribute to the development and maintenance of the suggested digital library. The creation and development of GIC requires the determination of parameters regarding: The digital library content. Within this framework, the following criteria must be defined: a) information typology and user needs, b) methodology for the information location and acquisition c) access and acquisition rights • The information structure, and particularly: a) information description standards and b) maintenance and material update criteria. Digital Library context consists of: Digitized legislation documents Digitized government publication documents (characterized by regional impact and interest) Database of the digitized material metadata. This database consists of: a) bibliographic records for the coding and bibliographic description of the texts, b) authority records for the thematic indexing of the digitized material. The analysis and study of the existing standards for information description will indicate the required metadata model that meets the needs and specifications of the digitized content. A thesaurus will be developed within the database; its thematic terms will be derived from the process of the digitized documents. The thesaurus will be structured according to international standards for thesaurus development (ISO 2788 and ISO 5964). However, its function will be based on authority standards. The thesaurus, which will operate within the bibliographic database: a) will guide the user to his/her search, b) will enable the execution of combined queries, c) will establish controlled language and descriptive terminology in specific scientific fields, d) will define the methodology for the thematic heading construction, and e) will facilitate the data exchange procedure in machine readable form. The conjunction of academic libraries and regions may be realized via a collaboration network between academic and public libraries along with local authorities for the flow of government information.
