Planificación estratégica y elaboracion de procedimientos en la Biblioteca Virtual de Ciencias de la Salud de las Islas Baleares.

Introduction: A strategic plan is a system designed to concentrate resources and align the efforts of the organization on issues that are a strategic priority in order to achieve significant improvements and help its vision. In this context, the strategic plan 2009-12 was made in the Virtual Health Sciences Library of the Balearic Islands, as well as the creation of procedures and process manuals. Objectives: Develop a strategic plan that clearly identifies the objectives needed to accomplish the proposed vision. Standardize the developed processes, facilitating their continuous evaluation. Methods: With the help of a technician from the Quality Office of the Regional Health Authority the proposal for the strategic plan was developed, and then was presented to the authority for approval. To develop this plan the mission and vision of the Virtual Library was defined and its state analysed and its strategic objectives defined. In this way distinctive procedures with flow charts, manuals and quality indicators were created. Results: Since the adoption of the strategic plan by the Regional Health Authority we have been working to attain the strategic objectives. The prepared procedures are being used daily by the staff (document supply service, management of electronic journals, user attention service...) and periodically reviewed. Conclusions: The elaboration of procedures and manuals, as well as the strategic plan has significantly helped to manage our regional virtual library and identify its vision. It is necessary to periodically review the procedures and identify the new processes that well help to increase the quality of work developed in the Virtual Library.
