Abstract

This text focuses on the implementation of two public policies for troubled teenagers. The aim of these two public programs is to establish homes for troubled teens : “Unités à encadrement éducatif renforcé” (1996-1997) and “Centres éducatifs fermés” (2002-2003). This paper takes temporalities into consideration. We show that different temporalities were in conflict during the policy processes: political temporality, administrative temporality and professional temporality. Political temporality imposed its calendar and its rhythm to all actors. The context of “hyper-politicization” didn’t leave non-political actors much room for manoeuvre. This situation bore consequences on the relationship between professional actors and political actors.
