Abstract: The article the personnel innovative potential as a component of human capital and innovative potential of the region; identifies factors influencing the level of innovativeness of human capital in the region; identify current problems in the development of the innovative component of human capital; proposes recommendations for the enhancement of innovation human potential with the use of the institutional approach and system of improving the management of its development; developed algorithm for increasing the innovativeness of human capital in the region.
