Abstract

The COVID-19 pandemic in 2019 posed a significant threat to public health, resulting in numerous fatalities. In response, the central and local government of Indonesia formulated policies aimed to control the spread of the virus. This research analyzed the enforcement of administrative sanctions for violations of COVID-19 health protocols in Central Lampung, Indonesia using a combination of normative juridical research methods and empirical legal research. Data were obtained by analyzing relevant literature, statutory regulations, and interviews conducted within Central Lampung Regency. The findings reveal that the implementation of COVID-19 health protocols in the region has been successfully conducted based on the Presidential Instruction No. 6 of 2020 and Regional Regulation No. 10 of 2020 at the local level. Administrative law enforcement against violations primarily involves initial verbal warnings, followed by escalated sanctions such as fines and, more severely, revocation of business permits, although the latter is infrequently applied. This research underscores the critical role of structured legal frameworks and responsive governance in managing public health crises.
