Within the framework of the issue being researched, the author of the paper considers extremely significant the fact that as a result of enactment of the core historic legal acts an individual becomes independent and the State abstains from interference in the sphere of legally protected freedom of the individual within the limits of the possible, and human rights protection becomes the most important responsibility of the State, as well as the purporse and the aim of the later institution existence at a particular level.
