Abstract

In 2012, the Brazilian government launched the ABC Plan, with its flagship ABC Program. The latter aimed to provide funding to farmers to encourage them to adopt so-called decarbonized agricultural practices. This study, based on official documents and interviews, highlights the impact of the interactions and interests of the various stakeholders involved, especially those from agribusiness, on the formulation of the program, which excluded family farming. The creation of this instrument did not depart from previous practices, but rather reinforced the duality of Brazilian agriculture. The ABC Plan and Program have resulted in a “change through overlay” within the Brazilian agricultural policy landscape.
