IMPROVING FINANCIAL MECHANISM OF THE MUNICIPAL PLANNING AS THE BASIS OF ECONOMIC ACTIVITY INCREASING LOCAL GOVERNMENT

The article develops a system of factors determining the fiscal capacity of the municipality, given the measures of increase of efficiency of budget expenditures of the RF subject, provided in the form of intergovernmental transfers analyzed the specific weight of interbudgetary transfers (excluding subventions) in own revenues of local budgets in the context of Federal districts, given the issues of improving the planning of local public Finance aimed at enhancing the economic behavior of municipal authorities.
