Duplicidades, concurrencias e ineficiencias en el entramado institucional vasco

The paper tries to clarify the concept of functional administrative duplication, distinguishing it from the concurrences and the inefficiencies, and proposes a selective approach when addressing them. After identifying the critical areas for the occurrence of administrative duplications and inefficiencies, the paper examines the legal instruments available to avoid them assessing their effectiveness in income and spending public policies. The paper also analyzes recent legislative initiatives (the Municipality Law and the law on Basque public administration) which show significant changes in the internal institutionalization and government relations, assessing its innovations and shortcomings as a tool to overcome the administrative duplications.
