Transversality of gender-balanced participation in the international framework: its adoption in the Spanish gender equality law

Abstract

The United Nations, the Inter-Parliamentary Union, the Council of Europe and the European Union promote the balanced participation of women and men in all spheres of decision-making, be they political, public, economic or social. In 2007, the Spanish Gender Equality Act adopted this international framework; however, its analysis reveals that Spanish legislation does not guarantee the effective achievement of gender-balanced participation promoted by the international framework, either in the field of political representation, in different levels of public decision-making, or in social organizations. Therefore, the equal participation of women and men in all areas and levels of decision-making should be incorporated into the Spanish Constitution.
