FIELD OF KNOWLEDGE «PUBLIC MANAGEMENT AND ADMINISTERING»: WHO WILL FORM THE FIELD OF SCIENCE?

У статті проаналізовано основні шляхи становлення галузі науки «Державне управління». За допомогою Єдиної державної електронної бази з питань освіти виокремлені заклади вищої освіти, що проваджують освітню діяльність за спеціальністю «Публічне управління та адміністрування». Запропоновано шляхи формування наукової галузі «Публічне управління та адміністрування» та інфраструктури цієї науки.
Since 1996, the creation of the science infrastructure in "Public Administration" has begun. It has undergone a significant "social way" from authors (scholars) to users (public servants). By 2012, the formation of such field of knowledge as "Public Administration" has been completed. This science has received methodological support for state-management transformations and innovations. Unfortunately, the public policy in this direction was inconsistent and almost indifferent to the development of such science as "Public Administration". In particular, at that time, dozens of higher educational institutions of technical, economic, legal, agrarian, environmental and other profiles were given the right to train Masters in this field.The lack of state standards enabled the institutions of higher education to develop their own educational programs and obtain licenses for conducting educational activities in the field of Public Management and Administering at all levels of higher education.With the help of the Single State Electronic Education Database, the institutions of higher education, which provide educational activities in the field of Public Management and Administering, are defined. In the paper the ways to form the field of science in "Public Management and Administering" and the infrastructure of this science are offered. An original comparison of the infrastructure of the scientific book with the infrastructure of the field of science in "Public management and administering" is made.The challenge for the community of scholars in such field of knowledge as "Public Administration" is revealed. It is this community that should be interested in shaping the new field of science in "Public Management and Administering" and, at the same time, in the infrastructure of this science. The new tasks appear for the system of the National Academy for Public Administration under the President of Ukraine, which lately loses leadership positions both in the market of educational services and in the field of science.
