Dès avril 1960, les États-Unis adoptèrent un programme secret destiné à renverser Fidel Castro. La priorité de cette opération était qu’elle se fasse dans la clandestinité la plus totale afin de pouvoir nier publiquement toute implication dans un projet contre un gouvernement latino-américain. Washington était résolument décidé à neutraliser un pouvoir cubain, qui avait exprimé par les paroles et par les actes sa volonté de s’affranchir définitivement de sa tutelle et d’établir des liens moins asymétriques avec son puissant voisin, afin d’endiguer l’influence de la Révolution cubaine en Amérique latine et à travers le monde. Washington was resolutely determined to neutralize the Cuban power, which had expressed through words and deeds its desire to free itself definitively from its tutelage and to establish less asymmetrical links with its powerful neighbor, in order to stem the influence of the Cuban Revolution in Latin America and around the world.
