Crisis management capability in organizations based on selected standards and guidelines An analysis and comparison of applicable crisis management documents from the German-speaking world

Die Vulnerabilität unserer heutigen globalen und vernetzen Gesellschaft ist durch den Eintritt von Krisen deutlich gestiegen. Sie treten oftmals unerwartet, plötzlich und vielerorts ohne Vorwarnung auf. Eine Kombination aus komplexer Interaktion vieler Faktoren machen eine Identifikation von Krisen sehr schwierig. Der Eintritt von Krisen ist nicht planbar, wohl aber ihre Bewältigung. Mit gut dokumentierten Vorgaben in Bezug auf einer Aufbau- und Ablauforganisation wird die Fähigkeit zur Bewältigung von Krisen in Organisationen erreicht sowie eine zeitgleiche Steigerung der Resilienz festgestellt. Auch die Bedeutung von Rechtssicherheit und den damit verbundenen gesetzlichen und regulatorischen Vorgaben machen eine Krisenmanagementfähigkeit in Unternehmen immer wichtiger. Als Sonderaufgabe des Managements müssen Krisen daher professionell, rasch und so effizient als möglich gelöst werden sowie in periodischen Abständen trainiert und geübt werden. Durch eine Vielzahl verschiedener Dokumente stehen Behörden, Organisationen und Unternehmen vor dem Problem, anhand welcher Normen, Standards und Richtlinien sie eine Krisenmanagementfähigkeit effizient und effektiv aufbauen können. In dieser Arbeit erfolgt anhand einer Literaturrecherche eine Darstellung von geltenden Dokumenten aus dem deutschsprachigen Raum mit dem Thema Krisenmanagement bzw. Krisenmanagementfähigkeit. Nach einer Formulierung von Kriterien für die Auswahl von relevanten Normen, Standards und Richtlinien für die vorliegen-de Forschungsarbeit werden vier Untersuchungsgegenstände gebildet, auf die der Fokus zur weiteren Bearbeitung liegt. Dahingehend werden Unterschiede und Gemeinsamkeiten zwischen den für die Forschungsarbeit relevanten Dokumenten herausgearbeitet. Eine anschließende Analyse über die Hintergründe und Entstehungsprozesse der einzelnen Normen, Standards und Richtlinien unterstützt die passende Auswahl für den Aufbau einer Krisenmanagementfähigkeit für eine spezifische Organisation. The vulnerability of today's global and interconnected society has increased significantly due to the occurrence of crises. They often occur unexpectedly, suddenly and in many places without warning. A combination of complex interaction of many factors makes it very difficult to identify crises. The occurrence of crises cannot be planned, but their management can. With well-documented guidelines in terms of structural and procedural organisation, the ability to cope with crises in organisations is achieved and a simultaneous increase in resilience is observed. The importance of legal certainty and the associated legal and regulatory requirements also make a crisis management capability in companies increasingly important. As a special task of management, crises must therefore be solved professionally, quickly, and as efficiently as possible, as well as trained and practised at periodic intervals. Due to a multitude of different documents, authorities, organisations, and companies are faced with the problem of which norms, standards, and guidelines they can use to build up a crisis management capability efficiently and effectively. In this paper, a literature review is conducted to present applicable documents from the German-speaking world on the topic of crisis management and crisis management capability. After formulating criteria for the selection of relevant norms, standards, and guidelines for the present research work, four objects of investigation are formed, on which the focus for further processing lies. Differences and similarities between the documents relevant to the research work are then worked out. A subsequent analysis of the backgrounds and development processes of the individual norms, standards and guidelines supports the appropriate selection for the development of a crisis management capability for a specific organisation.
