Türkiye'de temel kamu hizmetlerinde performans göstergelerinin değerlendirilmesi: Adalet, İçişleri , Maliye, Milli Eğitim ve Sağlık Bakanlığı örnekleri

Bir özel sektör yönetim tekniği olan performans yönetiminin kamu yönetimineuygulanması günümüzde yaygınlık kazanmıştır. Bununla birlikte özel sektör yönetimtekniklerinin kamuya uygulanmasında sorunlar yaşanmaktadır. Bu sorunlar en baştaperformans göstergelerinin belirlenmesi aşamasında ortaya çıkmaktadır. İlk olarak kamuyönetiminin başarı göstergeleri ile özel sektörün başarı göstergeleri birbirindenfarklılaşmaktadır. İkinci bir sorun hedeflenen ile gerçekleşen performansın birbirinden farklılıkiçermesidir. Son olarak, stratejik plan ile ilişkilerin kurulması karşımıza çıkan diğer birsorundur.Bu çalışmanın amacı, beş bakanlık temelinde stratejik plan ve performansprogramlarında ifade edilen göstergelerin analiz edilmesidir. Araştırmanın yöntemi ise, beşbakanlığın stratejik plan ve performans programlarının performans hedef ve ölçütlerininkarşılaştırmalı analizine dayanmaktadır. Araştırmada dört temel soruya yanıt aranmaktadır:1.Stratejik plan ve performans programlarının stratejik amaçları, stratejik hedefleri veperformans hedefleri uyumlu mudur?2. Stratejik plan ve performans programlarındaki performans ölçütleri uyumlu mudur?3. Stratejik plan ve performans programlarında belirtilen performans ölçütlerin yüzdekaçı çıktı temellidir?4. Implementation of performance management, which is a private sector management technique, to public administration has become prevalent nowadays. However, problems have been experienced in terms of implementing private sector management techniques to public administration. Firstly, success indicators of public administration and private sector are different. Secondly, objectives and realized performance are different. Finally, connections of performance indicators with strategic plans are problematic. The aim of this study is to analyse the indicators mentioned in strategic plans and performance programs on the basis of five ministries providing basic public services. The method employed is based on comparative analysis of performance objectives and indicators of strategic plans and performance programs of five ministries. In this research, four questions to be answered: 1. Are strategic goals, strategic objectives and performance objectives mentioned in the strategic plans coherent with that of the performance programs? 2. Are performance indicators mentioned in the strategic plans coherent with that of the performance programs? 3. What is the percentage of output-oriented performance indicators mentioned in strategic plans and performance programs? (To what extent, performance indicators are output-oriented?) 4. What is the level of achievement for the performance objectives mentioned in performance programs?
